Data Centers and Community Impact: A Workshop for Local Leaders

Hosted by the Linde Center for Science, Society, and Policy (LCSSP) in collaboration with the Caltech Science Exchange and the Resnick Sustainability Institute, this event will bring community leaders together with researchers studying the local impacts of data centers, creating a space to share the latest findings, raise practical questions, and clarify where important uncertainties remain. Just as importantly, this gathering—along with future convenings—will help ensure that research is informed by the real-world needs of communities in our region.

When communities can compare experiences, identify shared concerns, and exchange practical lessons, we are better positioned to make decisions that reflect shared values while benefitting from a wider base of knowledge.

Caltech's aim is not only to inform, but to build the relationships, questions, and shared understanding that can strengthen local capacity and open the door to more coordinated regional responses.

Towards an Understanding of AI's Local Footprint

The Challenge Facing Communities

The rapid expansion of data centers is a global phenomenon, but in the United States it is also a deeply local one. For much of the past decade, AI policy has been shaped primarily at the federal level, with debates centered on issues such as product safety, civil rights, and national security. The growth of data centers, however, has brought a significant part of that conversation into a different arena. Because local governments exercise substantial authority over land use, zoning, utilities, permitting, and taxation, many of the most consequential decisions about AI infrastructure are now being made in cities, counties, and regional communities.

Decentralized governance has always involved a tradeoff. On the one hand, local control gives communities meaningful influence over the shape of their built environment and allows decisions to reflect local priorities, values, and lived realities. On the other hand, decentralization can mean uneven access to technical expertise, limited institutional capacity, and fewer opportunities to compare experiences across jurisdictions.

In many areas of public policy, communities have learned to manage that balance over time. Data centers, however, present a newer and unusually complex challenge, bringing questions of energy demand, water use, infrastructure strain, economic development, and environmental impact together in a single set of local decisions.

The decisions are made harder by the fact that the evidence base is still developing. Research on the real-world impacts of data centers is still evolving, and the information available to communities is often fragmented, uneven, or difficult to compare across facilities and jurisdictions.

Local officials are now frequently asked to weigh competing claims about water use, energy demand, infrastructure strain, and economic benefit without clear benchmarks for what is typical, what is context-specific, and what tradeoffs are most likely to matter over time. In practice, that means communities are often making consequential decisions under real uncertainty, even when they are trying to proceed carefully and responsibly.

No one has all the answers yet about the future of data centers, but in alignment with LCSSP's mission, the center is eager to bring clarity to what is known and understanding to where the gaps remain. We aim to identify the information most helpful to decision-makers and direct researchers toward high-impact questions that balance practical concerns with cutting-edge inquiry. By empowering communities to forecast how emergent technology may reshape infrastructure and facilitating communication between diverse stakeholders, we strive to serve as an accessible resource for community members and leaders alike.
